I'm not disagreeing with you, but the problem with that is the whole "Three have great energy" thing that Dabra states when The Saiyans were all in base suppressed.

Dabra obviously doesn't sense ki in the way that mortals do, but the whole him expecting Pui Pui to be a match against base Saiyans thing is the thing that really doesn't make any sense if he can sense "energy below the surface". He'd know immediately that Pui Pui was nothing compared to them.
There's a whole lot that doesn't make sense with DB, to be fair. This is one of those things that you can go either way with, especially taking BoG into account, which is a whole other discussion all together.
That's definitely true.
I usually just attribute some of these inconsistent plot-points to plotholes just for consistency.

Not to mention that Toriyama admitted that during this time, he was writing "by the seat of (his) pants". There's bound to be gaps in plot if you're not thinking about what you're writing.

 Safe rule: unless stated otherwise, assume their power is at the same level they were the last time you saw them.

Piccolo (Buu Saga) should be as strong as Piccolo (Cell Games). At most marginally stronger through maintaining shape. Comparison wise, he's a little under Future Trunks (Cell Games).

 To clarify, yes, those were intended to be relative figures for the Saiyans all at Super Saiyan 1. At that point the power differences are definitely noticeable but not huge, and they only really leave the non-Saiyan characters in their dust when they whip out Super Saiyan 2 or above.
